| 内容記述 | This article is an in-depth study of the dual representation system, which is the basic form of local autonomy in Japan, by examining the nature of ordinances proposed by members of the Diet. The Ibaraki Prefectural Assembly's eff orts in implementing ordinances proposed by members of the Diet have played an important role in achieving the highest ranking in the country for the degree of parliamentary reform. While the initiative is praised, there are also criticisms, such as the fact that the bill was passed without questions on the last day. The approach of this research is to conduct a survey of the chairs of local assemblies across the country, mainly at my seminars, and to explore the status of deliberations regarding recent and distinctive ordinances in Ibaraki Prefecture. Based on the results, we are presenting ways to enact new regulations. Ｉ hope that this research will continue to serve as a starting point for lively discussions about the ordinances proposed by members of the Diet and the way they should be enacted. |
