While the initiative is praised, there are also criticisms, such as the fact that the bill was passed without questions on the last day.\n　The approach of this research is to conduct a survey of the chairs of local assemblies across the country, mainly at my seminars, and to explore the status of deliberations regarding recent and\ndistinctive ordinances in Ibaraki Prefecture.
